Can a 13 year old friends and start a pet store?

Hello! I want to start a pet shop. I feed pets for sale. I have a guest house so he could be could be there. It should be open on weekends. I would ask the local animal shelters have hamsters guinea pigs, rabbits, lizards, birds, etc if they would like bringing in animals. And then get dogs, puppies, cats and kittens of various shelters as well. I'm going to raise fish, then perhaps the baby fish is for sale. Is this legal? I can do this? Is this a good idea? It will also encourage puppies in my hands so they can be ready for adoption there too!
